Who can deliver: the administrator's approval

A front desk user can prepare a delivery, but an administrator approves it before it leaves. Administrators deliver directly.

Where to find it

Front desk: the packet shows "Requires approval"; administrator: the alert "Someone wants to export a file" on the Dashboard

Front desk: create the packet as usual. Instead of "Deliver" you see "Request authorization"; the state stays "Waiting for approval" and you can keep working.
Administrator: the Dashboard shows "Someone wants to export a file" with who asks, which file, the reason and whether the destination is a usual location of the agency. "Authorize" or "Do not authorize".
Once authorized, the packet is built and only the person who asked for it can download it.
