Agreements and applications wait for the office after the worker signs — the countersign queue closes them.
Open the file → row "Pending office countersignature" → "Countersign"; the bell shows "N signatures to review"
When a worker signs an agreement or application from her portal, the paper is archived immutable and enters the countersign queue. An admin countersigns with a hand-drawn stroke; front desk can apply the clinic’s saved official signature. The countersign page is stamped on a NEW artifact — the worker’s original is never touched — and the requirement is satisfied.
